Paulina Gutiérrez

Paulina is a senior legal officer at ARTICLE 19 International, where she leads legal and policy work on the right to freedom of expression and its intersection with hate speech, discrimination, protest, defamation, SLAPPs, and cybercrime, among other issues. She founded and directed the digital rights programme at ARTICLE 19 Mexico and Central America, and was a senior litigation lawyer in the same office (2014-2019). She has 15 years of experience in human rights litigation and in coordinating strategic projects at the national, regional, and international levels. She holds a second degree in international relations and specialisations in privacy, intellectual property, and the Inter-American Human Rights System. She consults on advocacy strategy in human rights and technology, sits on the expert panel of the Latin American Digital Rights Initiative, and advises digital rights organisations across the region. She took part in CELE’s online symposium on regulatory threats with the post “Threats of regulation are complex, but not enough to prevent oversight”.
